New Carer Support Services to give carers better support and skills Carers can now access new online services: Peer support &#8211; to assist carers to connect with and learn from other carers. This online community forum will help carers share their stories, knowledge and experience with others. Self-guided coaching &#8211; to support and teach you skills useful to your caring situation. The coaching modules will cover a range of topics and can be completed at your own pace online. Counselling service &#8211; a new phone-based counselling service to provide short term emotional and psychological support. Practical skills courses &#8211; to improve carers&#8217; general skills and knowledge are being gradually rolled out. You can explore the first module, Dealing with stress now on www.carergateway.gov.au. 										<content:encoded><![CDATA[<p>Participants of the Lifebridge <a href="https://lifebridge.org.au/photography/">Multi Media and Photography Groups</a>, with the assistance of <a href="https://www.julielowephotofilm.com/">Julie Lowe Photo and Film</a>, have produced, directed and starred in their very own short film entitled &#8220;Litterally Impacted&#8221;.  The film highlights the impact of litter on our precious environment and how we, as individuals, can help to combat this growing problem.</p>
<blockquote><p><em>&#8220;We have been disgusted at what rubbish we have been picking up in our local area. Plastic straws, plastic cups, takeaway containers and other pollutants that most people don&#8217;t know end up in our waterways and kill our local wildlife&#8221;</em></p></blockquote>
<p>The group felt so strongly about this growing problem in our community that they decided to take action.  With their newfound skills in photography, photography editing, videoing and video editing the film &#8220;Litterally Impacted&#8221; was born.  Under the direction of Lifebridge support staff member Julie Lowe (who is a very talented photographer and videographer),  the Multi Media and Photography Group have been going from strength to strength.  When the <a href="https://lifebridge.org.au/photography/">Multi Media and Photography Group</a> first commenced several years ago at Lifebridge, many of the participants didn&#8217;t even know how to use a camera, let alone produce, direct and star in their very own film so this is a major achievement for everyone involved.</p>
<p>The group held an advanced screening of &#8220;Litterally Impacted&#8221; at our Kingscliff Cottage on Wednesday 3rd July, 2019 and everyone who attended was very impressed indeed with the quality of the film and the message that it conveyed.</p>
<blockquote><p><em>&#8220;I literally got goosebumps when I first saw the film as I was so proud of what the Multi Media and Photography Group had achieved and I was so impressed with how beautifully this important message was conveyed throughout the film.  So much so, that I too have been cleaning up my local roadside areas &#8211; the film had litterally impacted me to do something positive about the litter problem in my local area&#8221;.  Denyelle Drury (Communications and IT Officer for Lifebridge)</em></p></blockquote>

<p>Firstly, it is good for your brain. Did you know that any type of art and craft activity helps to clear your mind and allows you to focus on the present moment? When we are being creative, our minds release feel-good chemicals, which are natural anti-depressants.</p>

We’re proud to be supporting Australians to live independently in their homes for longer. This increase to allocated packages means that more people will move off the waiting list and receive packages which can be tailored to meet their needs. This in turn gives Lifebridge increased confidence to grow and expand its services and programs to meet the needs of its customers. It is reassuring to see the Government allocating resources to areas where it is needed so service providers like Lifebridge can make a positive difference in people’s lives. Equally reassuring is the commitment to increase funding to the NDIS by 23% between 2018 and 2021. It is intended that all Australians will be able to access the NDIS by 2020. The benefits of having a National Scheme means consistency across borders and hopefully less complications and confusion across the States. Currently 140,000 Australians receive NDIS funding in regions where the scheme has been rolled out. We are pleased to announce that Lifebridge has recently attained NDIS provider registration in Queensland. The National Disability Insurance Scheme commences roll-out in Queensland effective 1st July 2018. We will provide further information regarding our Queensland services and programs in future newsletters. The result of these announcements is an opportunity for providers to adapt and grow. To provide services differently and to be innovative in a changing marketplace. At Lifebridge, there are many changes happening both internally and externally to accommodate the changing environment. All of these changes are intended to build upon the services and experience you receive at Lifebridge. We’re passionate about what we do and we enjoy being a part of your journey and I would like to thank you for sharing them with us. 										<content:encoded><![CDATA[<p>There is good news for those who are still patiently waiting for a Home Care Package to be allocated to them. The Treasurer made big promises for the Aged Care sector and said the Government would prioritise caring for older Australians.</p>
<p>And to this point, an additional 14,000 Home Care Packages would be released over a four-year period. The announcement of these additional Packages is very welcomed and at Lifebridge we are excited by the commitment given to in-home aged care. With an ageing population it is somewhat comforting to see focus being placed, where it is needed.</p>
<p>Australians are now expected to live almost ten years longer than they were 50 years ago. This move by the Government seeks to maximise the opportunities that a longer life brings.</p>
<p>What’s less than pleasing however, is that there are still are over 100,000 Australians in the queue to receive a Home Care Package. There is a real need to reduce the wait times for aged individuals, their family members and their carers, so that they can receive the services they need now and not at a time when it’s too late.</p>
<p>These services are fundamental for thousands of Australians who require additional support to remain in their homes.</p>
<p>Looking at Disability Services sector, the Government has committed $43 billion of Commonwealth money over the next four years for the NDIS. This is just over half the $83.2 billion cost of the scheme over this period, consistent with the Commonwealth’s share.</p>
<p>In a Government statement, “Funding for the National Disability Insurance Scheme is in place and always will be, ensuring that Australians living with disability can access the lifetime care and support they need.”</p>
<p>In supporting the roll-out of the NDIS, the Government is also committing over $64 million over 3 years to establish an NDIS Jobs and Market Fund. The purpose of which is to raise awareness of NDIS Job opportunities, overcome market barriers, address service difficulties in rural and remote areas and help businesses build their capacity.</p>
<p>While its expected this fund will help, it will require additional support to more closely align growth with demand.</p>
<p>For those who receive supports but are ineligible for the NDIS, the Department of Social Services will establish additional continuity of support arrangements at a cost of $92 million over 5 years. The Budget says that “eligible recipients will receive a level of support that is consistent with that which they currently receive.&#8221;</p>
<p>There are five separate elements:</p>
<ol>
<li>The programs Better Start, Helping Children with Autism, Work-Based Personal Assistance, Remote Hearing and Vision Services for Children, Younger Onset Dementia Key Worker Program, Australian Disability Enterprises, and Outside School Hours Care for Teenagers will cease mid-2019. People receiving support from these programs who are ineligible for the NDIS will have access to funding to enable them to continue to receive assistance.</li>
<li>People who are 65 years and over, not an NDIS participant and need access to Auslan will have continued access to the Auslan Booking Service.</li>
<li>The Mobility Allowance will cease in mid-2020. People receiving it at that time (who are not NDIS-eligible) will be grandfathered and continue to receive it but there will be no new entrants. The Government hopes that this change will enable parliament to approve a Bill that is encountering resistance.</li>
<li>People receiving assistance from Partners in Recovery, Personal Helpers and Mentors, and Day to Day Living support will continue to do so through arrangements being put in place with the Primary Health Networks.</li>
<li>Four carers programs will be incorporated into the Integrated Carer Support Services.</li>
</ol>
<p>Some other key facts:</p>
<p>NDIS in states and territories &#8211; Over the coming year, state and territory governments will benefit from the transfer of almost $3.4 billion from the DisabilityCare Australia Fund &#8211; established in 2014 to assist governments to implement the NDIS.</p>
<p>Carers Allowance &#8211; The Carers Allowance will be means-tested for the first time, with the government setting a $250,000 income test threshold. The money saved will be directed to Integrated Carer Support Service consisting of early intervention for carers.</p>
<p>Mental health &#8211; There will be an increase of $338M over four years in mental health funding, which will focus on suicide prevention, research and older Australians.</p>
<p>NDIS Quality &amp; Safeguards Commission &#8211; $43M will establish the NDIS Quality and Safeguards Commission. This funding will establish the national office and a regional office for NSW and SA.</p>

			<p>The NDIA’s acknowledgment and plan to address issues occurred during the rollout.</p>
<p>In early March 2018, the NDIA published the NDIS Pathways Review in response to resounding feedback that the Scheme was falling short of expectations. The review looked at the interactions participants, families, carers and providers have with the Scheme and where there have been gaps.</p>
<p>Some of the concerns participants had recorded were about:</p>
<ul>
<li>Phone meetings</li>
<li>NDIS representatives having a limited understanding about specific disabilities</li>
<li>Inaccessible communications</li>
<li>Inconsistent experiences</li>
<li>Lack of knowledge of the participant history across multiple staff</li>
<li>Not receiving appropriate information</li>
</ul>
<p>More specifically, participants indicated their need for greater support and more information regarding other government services available and greater insight as to how the Agency was using their information to develop their plans.</p>
<p><strong>What’s changing?</strong></p>
<p>Participant Pathways. At this stage only the General and Supported Pathway has been altered and approved. As below. The pathway for people with complex needs and the Early Childhood Early Intervention (ECEI) pathways are still under review.</p>

			<p>The new General &amp; Supported Participant Pathways will include:</p>
<ul>
<li><strong>Face-to-face engagement during the planning process, unless the participant elects otherwise. </strong>The goal is that plans should be created and approved during the planning meeting.</li>
<li><strong>Participants will now be given a consistent point of contact in the LAC.</strong> They will be given the email address and phone number of this contact.</li>
<li><strong>A stronger focus on the broader systems of support for people with disabilities.</strong> Informal and mainstream supports will now be discussed in more depth in the planning meeting.</li>
<li><strong>Transparent communication</strong> <strong>during the planning process.</strong> So that participants understand what is happening, what will be required of them and where their information is going.</li>
<li><strong>Communication that is clear and available in accessible formats. </strong>The Agency is planning to do away with jargon. Participants will receive a copy of their plan in their preferred format, and their LAC contact will be available to explain each support.</li>
</ul>
<p>The Agency has also conceded that a one-size-fits all approach is not appropriate. Further work is being undertaken to develop specific pathways for children under six, people with complex needs people with psychosocial disabilities, people from Aboriginal and Torres Strait Islander communities, people living in remote or very remote communities, and people from culturally and linguistically diverse backgrounds.</p>
<p>The new pathways will be trialled and tested in select regions over the coming months before being rolled out across the country. Stay tuned for more information as this transpires and how this may impact you.</p>

			<p><strong>Starting your Plan</strong></p>
<p>You’ve just received your NDIS approved plan, so what do you do now? Once your plan has been approved it’s time to begin implementation. But how?</p>
<p>Depending on your situation, there are a number of people who can assist you with implementing your plan and help you to start receiving your supports.</p>
<p>If you are self-managed, you can commence your plan by yourself. Self-managed means you have choice and control over your funds, including paying for supports from service providers. You can begin by contacting your preferred service providers and discussing service areas and supports.</p>
<p>Participants can also work with Local Area Coordinators (LAC). The LAC will aid in setting up your plan and should be the first point of contact. If you have Support Coordination in your NDIS Plan you may also seek assistance from existing service provider relationships and Early Childhood Partners.</p>
<p>Remember you can choose the providers you want to deliver the supports you need. It is also important to note that Service Providers also have choice in how they deliver supports and can say no if it falls outside of their scope. Make sure you are clear on your expectations up front.</p>
<p>Whether you are a Self-Managed participant or not, there are a couple of initial steps we recommend before you start using your plan. These steps will ensure you are getting the most out of it.</p>
<ol>
<li>Make sure you understand your plan</li>
</ol>
<p>Understand your plan. Where you are unsure of some of the details, it’s important you ask your LAC for clarification. When you understand your plan, you can then commence its implementation. It’s important to note, that your plan is considered ‘active’ from the day it is approved. This is detailed on the front of your plan. Any existing funding will cease from this date.</p>
<ol start="2">
<li>Manage your plan online</li>
</ol>
<p>Participants can view and manage their plan, via the ‘myplace’ website. To access the portal, you will need a myGov account. From here you can link to myplace. Details to ‘myplace’ are included in the letter sent with your plan. Note, the letter includes an activation code that will expire after 10 days. If your code has expired, you will need to contact your planner.</p>
<p>Now that you understand your plan and have your accounts set-up it’s time to being speaking with the people who can support you. These people are either a LAC, a Support Coordinator (if Support Coordination is included in your plan) or your existing provider relationships.</p>
<ol start="3">
<li>Contacting providers</li>
</ol>
<p>Your LAC or Support Coordinator can assist you with contacting service providers to set up your services and supports. If you want to continue using your existing service provider, you will need to let them know that you have an approved NDIS plan, so they can set up a Service Agreement.</p>
<p>Once you have chosen the provider(s) that you want to deliver service it’s time to enter into an agreement.</p>
<ol start="4">
<li>Enter into a Service Agreement with preferred service providers</li>
</ol>
<p>Once you have chosen a provider, you will need to sign a Service Agreement with them. Detailed in your Service Agreement will be the expectations of both you and your provider. It will also outline the terms and conditions of your agreement. In conjunction with the Service Agreement, you will be provided with a Schedule of Supports. This Schedule of Supports will detail how your supports/ services will be delivered. Once you’ve signed a Service Agreement, you can start receiving your NDIS supports.</p>

			<p>Once you have received your NDIS Plan, you will need to choose your preferred service provider or providers to deliver the supports as detailed in your Plan. A Service Agreement is a written agreement (contract) that exists between you and your provider of choice. Each provider you agree to receive support from will need to provide you with their own Service Agreement.</p>
<p>The purpose of a Service Agreement is to provide a set of rules that you and the provider will adhere to. A schedule of supports should also be attached which will detail the delivery of your supports in accordance with the goals and allocation of funding as outlined in your NDIS Plan.</p>
<p>Service Agreements will vary between each provider, however, there is some key information you should look for in your agreement.</p>
<ul>
<li>You and your service provider’s details</li>
<li>You and your provider’s responsibilities</li>
<li>Supports that will be provided and at what cost</li>
<li>How long the supports are to be provided</li>
<li>How to change or end the agreement</li>
</ul>
<p>Remember a Service Agreement is different from your NDIS Plan and when speaking with Providers about the supports you require you should always take your NDIS Plan. This will help the provider to determine which supports they are able deliver and in the right way.</p>
<p>As a recipient, you have choice and control in the delivery of your supports. This means who provides these supports and how they are delivered. The provider also has choice in how they deliver supports. While there may be some flexibility with the provider as to how each support is delivered, it is also highly likely there will be boundaries surrounding what they can and can’t deliver as well. Each provider can say they are unable to deliver a support if it falls outside of their scope.</p>
<p>It is important that if you are unclear of the details included in your Service Agreement that you do not sign this document. Note, service to a participant can only commence once a Service Agreement is signed. If you have questions about your Service Agreement, query these with your provider for clarify and only sign if you are in agreement.</p>

			<p>Before you can begin receiving supports from a Service Provider, you will need to set up a Service Agreement with them. The Service Agreement will outline the supports the provider will deliver and how they will deliver those supports. This is commonly referred to as a Schedule of Supports. In a Schedule of Supports it will also outline the prices of the services you’ve chosen and the part of your NDIS Plan in which funding will be drawn from.</p>
<p>A Service Agreement is a written contract between you and the provider, so it’s important that you understand and are in agreement with all the details included. This means that both you and your provider have obligations and responsibilities to meet as part of this agreement.</p>
<p>At Lifebridge, we’re assisting people to transition to the NDIS every day. And when talking to participants about their Service Agreements, there are some common areas in which people tend to overlook, but are vitally important to understand.</p>
<p>To be as transparent as possible, we’ve outlined these below so you know what questions to ask, and what details to look out for.</p>
<p><strong>Terms</strong></p>
<p>In every Service Agreement, there are terms. These terms relate to a number of different areas, however, the one we would like to draw your attention to is, the terms of cancellation. Many participants don’t realise their obligation when they sign with a provider. Please check these when signing up for service. The terms in a Agreement are there to protect you, but also to protect the provider. If you feel the terms that are detailed are unfair, query them, and then decide if you would like to continue further with that provider.</p>
<p><strong>Provider choice</strong></p>
<p>Because you talk to one provider, doesn’t mean you have to receive all your supports from them. Not all Service Providers will be able to meet all your support needs, and not all providers may be able to meet all your needs to a standard you are comfortable with. As a participant under the NDIS you have choice in who you want to provide service and how. Each provide you agree to provide service will need to provide you with a Service Agreement.</p>
<p><strong>Maintaining existing service</strong></p>
<p>Even if you are an existing customer of a provider and you want to stay with that provider under the NDIS, you will still need to set up a Service Agreement with them. This is necessary, because your supports may have changed, funding changed, and the way in which the organisation operates may also have changed.</p>
<p><strong>Schedule of Supports</strong></p>
<p>Schedule of Supports can also be known as a quote, that is provided to you from the Service Provider you are considering. The Schedule of Supports will be different between each provider you engage with, so it’s important you understand what is detail in this document.</p>
<p>A good Schedule of Supports will offer transparency between the service, the cost and the hours of service able to be provided as well as indicating where the funding allocation against your NDIS Plan. At Lifebridge, we also detail where there are Non-NDIS Supports which are not covered by your funding so that you can make an informed decision whether these are supports that you would like to pursue.</p>
<p><strong>Review thoroughly</strong></p>
<p>Service Agreements between providers will vary and it is importantly if you are receiving services from multiple providers you know and understand the terms within each Agreement.</p>

										<content:encoded><![CDATA[<p>On July 1, Lifebridge Australia officially commenced our operations under the National Disability Insurance Scheme. This scheme has been years in development and its implementation across the Nation has been slowly released in stages commencing with trail sites in regional Victoria.</p>
<p>The rollout in Illawarra, Shoalhaven, Northern NSW, Mid North Coast, Sydney, South Eastern Sydney, Murrumbidgee, Western NSW and Far West regions completes the NDIS rollout in NSW. Now available statewide people with disability are at the centre of decision-making and are empowered to live the life they choose.</p>
<p>Lifebridge under the NDIS will continue to place our customers at the centre of their supports. Every step taken prior to the introduction has been to ensure this transition is as seamless as possible. You may find now, that you have already been contacted by the NDIA to develop your first plan. If you haven’t been contacted yet, there’s no need for concern they will be in contact in due course.</p>
<p>Once you receive your plan under the NDIS it is vitally important you let us know and we can work with you to continue delivering your services with minimal disruptions.</p>
<p>We’re very excited to continue providing service under the NDIS and equally as excited to continue providing supports to each and every one of our customers.</p>
